In November, the council decided to submit the land, bounded by Eumemmerring Creek, Frankston-Dandenong Road, EastLink and Harwood Road, to the state government's independent ministerial advisory committee to assess whether it was a green-wedge "anomaly".
The decision caused an outcry from affected people, including 600 Willow Lodge residents, who were not consulted or given prior notice.
A Planning Panels Victoria spokesman said the committee last week notified the council to consult "relevant government agencies, service authorities and affected parties which it considers might have an interest".
Cr Peter Brown hailed the committee's actions as vindication of the council's decision. "I said all along that as part of this whole process, community consultation would be required. And now the consultation is going to take place. There was never going to be a lack of consultation. It was just a matter of when."
Regardless of the outcome of the consultation, the final decision was "taken out of the hands of the councillors", Cr Brown said.
Bangholme resident Alan Hood labelled the consultation a "fake". "The council submission does not meet the planning minister's specific instructions to conduct public consultation, and provide evidence of that consultation with the council submission. Accordingly, the council submission fails to meet the requirement and should be rejected."
Greater Dandenong chief executive John Bennie said submissions from affected parties and agencies would be received by the council and forwarded to the committee by March 2.
