Last month, Greater Dandenong Council approved an eight-storey building - comprising 56 apartments and a shop - that effectively reduces available car parking.
The proposal for 28-30 Warwick Avenue would include 57 car spaces - four less than required under the council's planning scheme.
Dropping her eight-year-old daughter off at school last Thursday, Springvale parent Laura Muratovic said Warwick Avenue was particularly congested in the afternoon.
"People are double-parking as they wait to pick up their kids so you can't get through the street. These apartments will be a major issue."
Georgia Antoniadis, a member of the neighbouring Greek Community of Springvale & District club, said the avenue's 40-space free car park was full all day from 8am.
Many of the spaces were taken by workers in Springvale's retail district, she said.
Last Thursday morning, small off-street car parks in front of the avenue's businesses were near full and a nearby ticketed car park was conspicuously empty.
"I got here at 7.30am to get a car park. All day the parking around here is no good," Ms Antoniadis said.
She said up to 100 people came to the senior citizens' club during the day.
Springvale Rise Primary School's principal Annette Hilton, who objected to the proposal, said drivers in Warwick Avenue were delayed up to 10 minutes due to parents double-parking to pick up children in the afternoon.
"It's the only access for emergency vehicles and there's a safety issue for our students walking along Warwick Avenue."
A council report, which recommended the proposal, stated car access to the apartments would be from a rear laneway, not Warwick Avenue.
It stated most traffic would be in the morning and evening peak times, outside of school pick-up and drop-off times.
